It looks to me like all this needs to make the fog more "present" is a little work with levels/curves. Just pull up the highlights a little and maybe make a mask to hold back the effect from the fence.
The whole subject of relevance to the Topic is in many was secondary to the discussion of the merits of the image and the ways to improve it. Unless all you are after if features.

i agree with graham and clyde, you need to make the fog a little stronger. the fence looks more dominant than the fog, but this is a really beautiful picture.

I agree that maybe a crop of the bridge would help a bit as this would bring the fog in as the main focal point.
I think that the photo does fit into this topic as is, it just does not jump out at you!

I really like the idea. But I agree with the first comment, I think the fog lends atmosphere and is not the subject. Also I'm a little unsure of the tones in the sky, they don't appear to fit well.
You could comment on this photo if you were logged in.
It's a nice picture. I just don't see the fog as a subject here. It just doesn't stand out between the strong positive fence and the negative bridge.
I might consider cropping it tighter and/or wider so the fence would be less dominant.
It might work better under the "country roads" theme that has several votes for upcoming. Or if there is ever a topic for "fences".
