well this pic was taken on a mountain those lights are the lights of some villages in the valley.

I'm not seeing the connection to the "noir". It might be passable for "night".

it could be more interesting to crop this way down to get ride of all the unnecessary black.

I think a better option might have to use a longer exposure.

I understand that your camera is not able to make a longer exposure, but a longer exposure is really what is needed to pull off a shot like this. There really isn't enough detail here to give it impact.

The topic noir is a tough one to figure out, but for me, I'm not really getting the connection here. I don't think my submission hits the mark either. I'm getting a better understanding what was intended from other submissions.

Sorry, it does not make it for me either.... You had to take it a bit earlier with more light available.
